One of the first SGAI deployments in the world at this scale got the kind of real-world test most new ad architectures rarely see, and it generated tangible feedback to match: actual viewers, live ad decisions, and a genuine, detailed picture of how the approach holds up under full broadcast pressure. Every one of those viewers, live or catching up later, needed a compliant, relevant ad served in real time, under advertising rules that don’t bend for a tournament schedule.

In this piece, we’ll break down what SGAI actually is, walk through what the workflow had to handle in real time, look at how it held up across six weeks of live football, and unpack what the platform-by-platform data showed about ad density.

Putting SGAI to a Real-World Test

The FIFA World Cup does not move its kickoff time because a broadcaster’s ad workflow is not ready.

Most new ad-tech architectures get proven out quietly, a slice of traffic here, a canary window there, long before anyone points real scale at them. A major public broadcaster’s new Server-Guided Ad Insertion (SGAI) deployment, built with Bitmovin and a group of ad-tech and broadcast infrastructure partners, got a different kind of proving ground. It went live across every channel for the FIFA World Cup, placing the architecture in front of a live audience in the tens of millions and generating far more real usage data in six weeks than most deployments see in years.

That group brought together five partners, each with a distinct role.

  • An ad sales house, turning technical performance into stronger commercial guarantees for advertisers
  • Red Bee Media, the systems integrator, preparing every live and VOD stream for ad insertion
  • Dotscreen, the application developer, building the playback experience across every device the broadcaster supports
  • Ad Insertion Platform (AIP), the ad routing and business-rules specialist, managing, proxying, and enforcing compliance on every ad request in real time via its AdBlendr platform
  • Bitmovin, providing the player and the real-time Observability that tied it all together

The bulk of the audience was watching matches as they happened, which meant every ad request had to be decided and served in real time, at the exact moment a huge share of the country was streaming the same match at once. On top of that live volume, the broadcaster also carries a meaningful catch-up audience, since some matches kicked off late at night locally and those viewers often rewind the broadcast the next morning instead, hitting arbitrary points in the stream where an ad still has to appear, be relevant, and comply with strict public broadcasting rules. Both had to work immediately, for both audiences, across the full six-week tournament.

What SGAI Actually Is

Server-Guided Ad Insertion (SGAI) decides when, and whether, an ad break should happen, right as the viewer reaches it, not once at the start of playback. That decision runs through an intelligent proxy layer, AdBlendr, which applies business rules and routes the request to the right ad servers in real time. The ad server then selects the actual creative following those business rules, and Bitmovin’s Player executes the result on the spot. Nothing has to be pre-built for that specific viewer ahead of time, and no ad break is locked in until the moment it’s needed, which is exactly why it holds up whether a huge live audience is watching that same instant live, or catching up hours later and hitting a break the system never had to plan for in advance.

The broadcaster’s previous SSAI setup worked the opposite way, building out ad logic in advance for each viewing scenario. That approach had served the broadcaster well, but the move to SGAI was less about fixing something broken than preparing for what comes next: it gives the broadcaster room to scale and stay compliant as demands grow, and it has already shown better ad completion rates than the prior setup.

No per-viewer manifest to pre-build. Just a decision made at the moment it’s needed.

What the Workflow Had to Do in Real Time

Every ad request during the tournament ran through the same chain, end to end.

  • Red Bee Media prepared the broadcaster’s live and VOD streams with SCTE-35 markers
  • AIP’s AdBlendr platform applied the broadcaster’s routing and business rules, matching each request against ad inventory in real time
  • Bitmovin’s Player executed the decision at the moment of playback
  • Dotscreen’s application layer carried it across every device the broadcaster supports

Layered under all of it were compliance rules the broadcaster cannot bend on.

  • No ads on children’s programming, enforced through dynamic category suppression
  • No repeated breaks in a single session
  • Strict frequency limits, enforced dynamically rather than encoded into a manifest ahead of time

None of that logic had been proven at full tournament scale before kickoff.

Holding Up Under Six Weeks of Live Football

Across six straight weeks of live football, the workflow held.

Bitmovin’s Player kept executing ad decisions match after match, and Bitmovin’s Observability solution for video playback gave the broadcaster’s team real-time visibility into events as they happened, but that visibility only mattered because the rest of the ecosystem was built to act on it.

  • Data flowed upstream to Red Bee Media and AIP, letting both partners tune infrastructure to live viewer load as the tournament unfolded
  • The ad sales house drew on that same live picture to back its advertiser guarantees with concrete numbers instead of estimates
  • Ad requests climbed in step with kickoff on every match day, and the pattern held from the opening whistle through six straight weeks of football
  • Successful ad plays, viewability, and completion all stayed consistently strong throughout, without any part of the chain buckling
  • Startup time stayed fast throughout, well ahead of Bitmovin’s cross-customer industry benchmark

Bitmovin’s Observability Assistant, embedded directly in the Observability platform, let the team query that data in plain language as it came in, turning a stream of raw signals into answers without waiting on a report the next day.

The Platform Gap in Ad Density

Web carried the largest share of raw traffic by far. It was not, however, where each play generated the most ad impressions.

Smart TVs and mobile app sessions proved meaningfully more valuable per play than web, a gap consistent enough across the tournament to matter, even without breaking out the exact figures here. The explanation traces back to viewing behavior, big-screen and mobile viewers tended to settle into longer, fuller match sessions rather than dipping in and out, which meant more SGAI ad breaks triggered per session on those platforms.

It is the kind of detail that reshapes where a broadcaster focuses monetization effort next.

Making SGAI Work Across a Fragmented Device Ecosystem

While the server-side workflow was central to the project, delivering SGAI consistently across a highly fragmented application landscape presented its own challenges. Dotscreen integrated the SGAI workflow into the broadcaster’s applications across Web, iOS, Android, Smart TVs, Android TV, Apple TV, operator set-top boxes, and other connected devices, maintaining a consistent integration regardless of platform-specific constraints.

Extensive validation and regression testing were performed across more than one hundred device models to verify that introducing SGAI preserved every aspect of the existing viewing experience, from video playback, DRM, subtitles, and audio tracks to navigation, resume playback, content discovery, and all video-related user interactions. This cross-platform qualification allowed the broadcaster to introduce a new advertising architecture without compromising the reliability and user experience of its streaming services during one of the world’s largest live sporting events.

A Blueprint Beyond One Broadcaster

Few broadcasters anywhere have run SGAI at this scale before. That makes this deployment less a one-off success story and more an early, public answer to a question the rest of the industry is still asking, whether an architecture like this actually holds up when the audience is this large and the stakes are this real.

Every ad rule built into this workflow reflects a compliance requirement shared by public broadcasters across Europe.

Because the deployment runs on open HLS interstitial standards rather than proprietary manifest logic, none of what this broadcaster proved during this World Cup is locked to one organization or one tournament. Time-shifted viewing is not a temporary quirk of one tournament’s schedule, it is how a growing share of any broadcaster’s audience watches everything. The broadcaster is already carrying what it learned into its everyday programming, applying the same workflow to its regular broadcast schedule, not just tournament coverage.
